Preheat oven to 350 degrees. Line a 9x5-inch loaf pan with aluminum foil. Spray with cooking spray.
Stir together first 5 ingredients in a bowl. Set aside.Place dry Stove Top stuffing in a large bowl. Add milk, eggs, and 1/3 cup of the ketchup mixture. Stir together and let sit a few minutes.
Add ground beef to the bowl. Mix until evenly combined.
Transfer mixture to prepared pan, pressing it in evenly. Top with the ketchup mixture.
Place on a rimmed baking sheet in case any juices overflow. Bake for 55 to 60 minutes.
Let cool for 10 to 15 minutes before removing from pan and slicing.
