Brown and crumble the ground beef in a large nonstick skillet. When it is about halfway cooked, add onion and bell pepper and continue to cook until they are softened.
Add tomato sauce, ketchup, brown sugar, Worcestershire sauce, mustard, chili powder, black pepper, and salt. Simmer for 5 minutes. Remove from heat.
Place hot dogs in buns. Top with sloppy joe mixture, cheddar cheese, and onion.
