Heat milk in a small saucepan until warm. Stir in oats. Cook for 2 to 3 minutes, stirring occasionally. Remove from heat and let cool. Stir occasionally.
Once oats have cooled for at least 5 minutes, combine warm water and yeast in a glass measuring cup. Let sit 5 minutes.
Place oatmeal in a large mixing bowl for a stand mixer. Make sure it is not still hot or it will kill the yeast.Add honey, melted butter and yeast mixture. Use the paddle attachment to mix well.
Add the whole wheat flour, all-purpose flour and salt. Mix on medium speed for a few minutes.
Place dough on a lightly floured surface and knead for 5 to 10 minutes.
Lightly coat a large bowl with vegetable oil and place the dough in the bowl, turning to coat it. Cover and let the dough rise until doubled in bulk, about 1 hour.
Punch dough down and separate into two equal pieces. Place in 2 greased loaf pans. Cover and let rise for 45 minutes.
Preheat oven to 375 degrees.
Drizzle the tops of the loaves with honey and sprinkle with the 2 tablespoons of oats.
